Local governments or credit unions can become the issuers of their own unique local currency.
Note: Issuers generally need to be registered as pre-paid payment instrument (third-party type) issuers.

To use the local currency, simply download the dedicated app from the App Store or Google Play onto your smartphone.
Coin Recharge via QR Code
To recharge the coin in the app, you can purchase it via QR code at credit unions, local governments, or participating stores.
